Is it possible for an illegal immigrant to do voluntary work?

He signs in at the home office every week but he has alot of time on his hands. Is it possible for him to do some charity work at a hospice or somewhere in the mean time? Is this allowed. Yes he was illegal, but the country know he is illegal and he is now being monitored.
